Duty (as consent authority) if required, to consult with responsible Minister in relation to an exemption from the provisions of Part 3 of the Resource Management Act 1991 if the action is taken in accordance with Part 6 of this Act in an attempt to eradicate an organism.

General powers (as territorial authority)  under the Act.

Power (as person) to apply in an approved form to the Director-General for the approval of any place as a transitional facility or a containment facility.

(NB: Brooklands Zoo is approved under s39 by MPI for the holding of zoo animals that are new organisms as defined by the Hazardous Substances and New Organisms (HSNO) Act 1996).

By Zoo audit dated 19 July 2016, it was confirmed that the Brooklands Zoo is operating in compliance with Environmental Protection Authority Standard 154.03.04 Containment Facilities for Zoo Animals. The new organism zoo animals held in the facility are held under HSNO Act approval APP201517.

Power (as person) to apply, in an approved form, to the Director-General for approval as the operator of a specified transitional facility or specified containment facility receiving and holding zoo animals that are new organisms.

(NB:  Brooklands Zoo has been nominated and approved by MPI as the person responsible (the operator) for the facility (Brooklands Zoo).

Duty (as person who manages or controls any organism described) to provide, on request, the information/assistance specified.

Duty (as person) to inform the Ministry of the presence of organisms not normally seen in NZ subject to exclusions specified.

Duty (as person) to report organisms declared as notifiable in the circumstances described.

Duty (as local authority) to provide the information from the RID as specified to the Director-General when required.
