Power to hold an on-licence, an off-licence, or a special licence.

Duty to use special consultative procedure before producing a provisional policy under s78.

Duty when wishing to adopt a provisional policy (under s79) to give public notice of the provisional policy, rights of appeal against it and the ground on which an appeal can be made and in accordance with the regulations made under the Act.

Once a provisional local alcohol policy has been adopted and ceased to be provisional, duty to give public notice of its adoption and bring it into force on the day stated by resolution.

Duty to take all reasonable steps to give licensees affected written notice of the adoption of the policy or amendment if the circumstances specified apply.

Duties to give the licensing authority a copy of the local alcohol policy after it has been brought into force/amended and to notify the licensing authority promptly after revocation of a local alcohol policy.

Restriction: The power to establish a list and approval of list members under s192(1) CANNOT be delegated to an officer.

Duties re submission of annual report to the licensing authority/ provision of copies of reports.

Power to authorise any person to appear and be heard in certain proceedings specified in s204.

Power to authorise any person to appear and be heard in an appeal under s81.

Duty to take all reasonable steps to ensure copies of decisions of licensing committee are publicly available
